Introduction

The European integration of the region posted a lot of questions related to the identity preservation. The networking process of the Balkans and the establishment of strong links between this region and the other European countries could be stimulated by using the potential of youth information and youth exchanges and involving the modern media. Youth information and youth exchanges are also important instruments for promoting tolerance, understanding and intercultural approach in South–Eastern countries.

Aim

The porject will enhance the ability of the youth organisaitons in the pre-accession countries in South-Eastern Europe to organise European Voluntary Services and youth exchanges;

the project will give the young people from Balkan and other Europena partners opportunity to share their experience in using the new media and information technologies in the informal education and in the youth exchanges; The activities will include young disadvantaged people with special difficulties of social, economical, cultural, and geographical nature; these youngsters are significant part of the youth in South - Eastern Europe;

The activities will facilitate the development of the youth information policy in South-eastern Europe;

The project will explore the potential of the informal education and youth exchanges in the development of the youth identity in the context of the integration process in Europe.

1. The project will give the opportunity to young people to discuss the problems of Balkan identity and to exchange ideas about the disintegration on the Balkans and the integration process of the countries in South - Eastern Europe;

2. This project will focus the attention of young people on the role of youth infromation and youth exchanges in the integration process;

3. This project will explore youth information as tool against violence and intolerance (comparing European experience and Balkan experience);

4. This project explore youth information and modern media as intrusments for future development of youth exchanges and European voluntary services in the pre-accession counrtries in South - Eastern Europe.

5. This porject will encourage the development of youth information policy in the Balkan region using the Europena experience;

6. This project will show the ways of enhancing the young participation in the society.

Main subtopics

1. Contact seminar - Balkan co-operation and European Integration - Plovdiv, Bulgaria.
Development of youth exchanges and EVS with pre-accession countries;
(April 5, 2001 - April 8, 2001)

2. Training course - Youth exchanges management and youth information - Sofia, Bulgaria.
Comparing the specifics in organising youth exchanges in South - Eastern European countries and in Western Europe;
(September 1, 2001 - September 7, 2001)

3. Development of website and CD-rom "Youth Resources in Internet";
DYouth resources in Internet are significant part of youth information, the role of the modern media and information technologies in the informal education and in youth exchanges increases rapidly.

4. Establishment of "Balkan Youth Information Network" and Balkan Youth Information Centre; one of the aim of the centre will be to enhance the information flow between the participant countries in the YOUTH programme and non-member countries who will join the programme in the near future.

Target group and participants

1. Young people (up to 25 years) working in youth organizations or youth information centers and using new media and communications in their work;

2. Young people form youth organizations organizing youth exchanges and/or EVS events and working on international level;

3. Experts working in the field of influence of new media in the society, virtual identity in new media and communications;

4. Disadvantage young people who would like to use modern media and information technologies in their work and for preserving their identity;

5. Young people from youth organizations willing to organize common activities with partners from South - Eastern Europe.

Methods, forms of work and main events in the project

1. short seminar: in the frame of the training course "Youth exchanges management and youth information" and during the contact seminar "Balkan co-operation and European integration";

2. workshops and simulation games;

3. intercultural learning, lectures and exercises: these astivities are connected with the main topics of the training course;

4. open and distance multimedia learning: through the development of the website and CD-rom we would like to attempt to transfer knowledge to young organisations who are not able to participate into face-to-face activities;

5. on-line discussions;

6. meetings: there are planed meetings with local NGO's and authorities, which will contribute to contact development and better future co-operation between Bulgarian youth organisations and their European partners.
